This Privacy Policy describes how the participating Missouri county (“we,” “us”) collects, uses, and protects information when you use Tax Comm Hub by EJ Rice (the “Service”), the senior tax credit application portal, to apply for or manage a senior citizen tax credit.
Information We Collect
When you use the Service, we collect:
- Identifying information — name, mailing address, date of birth or year of birth, phone number, and email address.
- Property information — parcel number, property address, and ownership history obtained from county assessor and collector records.
- Application data — answers you provide on the application form and supporting documents you upload.
- Communications — copies of email, SMS, and printed letters we send you about your application.
- Audit logs — automated records of when application data is viewed or changed by county staff, kept for security and compliance.
How We Use Your Information
We use this information solely to:
- Process your tax credit application.
- Verify your eligibility (age, residency, income, property ownership, tax delinquency status).
- Communicate with you about the status of your application — including approvals, requests for additional documents, and final decisions.
- Maintain audit records as required by Missouri public records and county assessor regulations.
Information Sharing
We do not sell your personal information. We do not share your information with third parties for marketing or promotional purposes.
We share information only with:
- The participating county's tax credit program staff. The Service exists for their use to administer the program.
- Missouri state and local government agencies when required by law (for example, the State Auditor or the county collector).
- Service providers that help us operate the Service (such as email delivery, SMS delivery, and document storage providers), under contracts that prohibit them from using your information for any other purpose.
We do not share your phone number or any other personal information with affiliates or third parties for marketing purposes. Mobile information will not be shared with third parties or affiliates for marketing or promotional purposes.
SMS and Text Messaging
If you provide a mobile phone number and consent to receive text messages, we will send you transactional SMS notifications related to your application (status changes, document requests, appointment reminders, and similar account-related messages). Standard message and data rates may apply. You can opt out at any time by replying STOP to any of our messages.

Data Security
We protect your information using industry-standard security practices, including encryption in transit, restricted access controls, and tamper-evident audit logging.
Data Retention
We retain application records in accordance with the participating county's records retention policy and applicable Missouri law.
Your Rights
You may request access to, correction of, or deletion of your personal information by contacting your county's tax credit program. Records that are required to be kept by law cannot be deleted on request.
Children
The Service is intended for adults applying for senior citizen tax credits. We do not knowingly collect information from anyone under 18.
Changes to This Policy
We may update this Privacy Policy from time to time. The “last updated” date at the top of this page indicates when this policy was last revised.
